Municipal Holding Release Routes
Temporary municipal or agency holding is a custody stage, not one named jail with a single public database. A city officer, THP trooper, SCSO deputy, or another agency may make the arrest. The person may receive a citation or be released before SCSO booking, or may be delivered to the Sevier County Jail system. That fork determines which office created the release record.
If SCSO booked the person, use the county roster, SCSO release transaction, and the court case. If no county booking occurred, request the arrest, citation, custody, and release records from the arresting agency. Check the city court for a municipal matter or General Sessions for the appropriate county criminal case. An arrest report proves an arrest event. It does not by itself prove the time, terms, or destination of release.

Confirm Municipal Holding Release
Start with facts from the arrest: agency name, officer or unit if known, date, place, citation number, charge, and any paperwork. Then search the official SCSO roster only to see whether the county system currently publishes a matching adult booking. A negative result is inconclusive because the person may never have reached SCSO, may have left, may appear under another spelling, or may be in a different system.
- Identify the arresting agency from the citation, property receipt, court notice, or witness information.
- Ask that agency whether the person was released before booking or delivered to SCSO or another custodian.
- If county booking occurred, obtain the SCSO booking and release transaction.
- If there was no county booking, request the arrest, citation, holding, and release record from the arresting agency.
- Match the event with the correct municipal or General Sessions court file.

Municipal Holding Agency Records
No single verified contact, street address, hours, entrance, or release desk applies to every temporary holding event. Sevierville, Gatlinburg, Pigeon Forge, THP, and other agencies have distinct custodians and court routes. Use the arresting agency's official contact information, not a general county address. Confirm office hours and the correct records counter before travel.
A focused request should give the full name, date of birth if known, approximate arrest time and place, arresting officer or unit if known, citation or incident number, and charge. Ask for the arrest or incident report, citation, custody log, property record, actual release time, release authority, and transfer destination where maintained and public. Use the correct city or General Sessions court
Confirm hours, address, and entrance before travel.
The Tennessee Public Records Act does not require an agency to create a new answer or compile data it does not keep. It can also restrict confidential, exempt, security, victim, medical, or identifying information. A narrow request for an existing event record is more useful than asking for a broad list of everyone held or released.
Pre-Booking Sevier Release Records
Pre-booking release is the distinctive issue for this custody type. A person can be arrested, held briefly, cited, or processed by an arresting agency without becoming an SCSO jail booking. In that case, no entry should be expected in the county release transaction system. The city or state agency record is not a lesser substitute. It is the original custody record.
Ask whether the person was issued a citation, taken before a court, released to a responsible person, transported for care, or transferred to SCSO or another authority. Only use an event label that appears in the official record. Do not infer release reason from the charge or from the absence of a booking image.

The court file may show filing, bond, dismissal, plea, judgment, sentence, or later completion. It generally will not supply the arresting agency's exact physical release time.
City Courts and Release Authority
Municipal matters may remain in the city courts of Sevierville, Gatlinburg, or Pigeon Forge. General Sessions handles county lower-level criminal work and felony preliminary proceedings. A felony that proceeds by indictment moves into Circuit or Criminal Court. The arresting agency, charge, citation, and case number help identify the right clerk.
Ask for the docket and actual order rather than relying on a short verbal summary. A bond order authorizes a route toward release but does not show that every condition was met. A dismissal resolves the listed charge but does not cancel a separate hold. A judgment can show a sentence or probation terms. Pair court authority with the agency or SCSO custody record for the event time.
If the source records conflict, each office should correct its own information. The arresting agency owns its custody log. SCSO owns the county booking and release transaction. The clerk owns the docket and orders. A receiving state or federal agency owns the next status.

Municipal Holding Transfer Checks
A transfer can bypass the community entirely. If the arresting agency delivered the person to SCSO, the SCSO booking begins the next record stage. If the person went to another county on a warrant, request the sending agency record and check the receiving county. Federal pretrial movements may involve USMS, while a state sentence may eventually appear in TDOC FOIL.
Search the receiving system only when facts support that route. FOIL covers current and former TDOC felony custody or supervision, but it is not a lookup for routine municipal citations. BOP mainly covers sentenced federal prisoners, not every person in USMS pretrial custody. ICE's locator covers qualifying immigration records, not a general city arrest.

ICE Holds After City Arrest
Immigration custody matters only when the source record identifies an immigration detainer or ICE transfer. ICE says a detainer requests notice and up to 48 extra hours so the agency may assume custody. No Sevier-specific agreement was verified, and no immigration outcome should be inferred from a person's identity, arrest, or county roster absence.
If the arresting agency or SCSO documents transfer to ICE, use the Online Detainee Locator with the A-number and country of birth when possible. ICE says qualifying people currently detained or released from ICE custody within the last 60 days may appear. This is an ICE window, not a Sevier municipal release feed. Minors are excluded.
Report the stages separately: city or agency custody ended, county custody began if booked, and ICE custody began if accepted. A release from one stage can still be a transfer into the next.
Sevier Holding Has No Single Facility
The local-facility distinction takes a different form for municipal holding. Unlike the named SCSO Jail and Annex, temporary agency holding is a category that depends on which agency made the arrest and whether county booking followed. It should not be assigned the downtown Jail address, the Annex address, or a made-up municipal release desk.
No matching successful manifest screenshot was specific to this route, so no screenshot is used. A general SCSO image would misstate pre-booking releases handled solely by a city or state agency. The record path, not a decorative image, identifies the correct custodian.
Before attempting pickup or an in-person request, confirm the person, facility or office, public entrance, hours, and release timing directly with the responsible agency. None is uniform across this category.
Document Municipal Release Evidence
Use at least two stable identifiers where possible: full legal name and date of birth, citation number, incident number, SCSO booking number, or court case number. Record the date, time, agency, query, and exact status language. Do not convert “not found,” “transferred,” or “citation issued” into a broader claim.
A strong file contains the arrest or citation record, the custody or release transaction, and the court order or disposition. If another agency received the person, add that agency's dated status. The resulting timeline can show where custody began, whether county booking occurred, when each agency's control ended, and whether the person returned to the community.
Note: A roster observation is useful for orientation, but documentary records provide the durable proof of a release or transfer.
